Officer/ Senior Officer, Human Resources

Peking University School of Transnational Law (STL), on Peking University’s Shenzhen Graduate Campus, is the only law school in the world that combines an American-style Juris Doctor degree (J.D.), taught in English, with a China law Juris Master degree (J.M.), taught in Chinese. Both curriculums are rich in courses emphasizing transnational law and practice, Chinese law and legal traditions, and other cutting-edge courses designed to equip STL graduates of all nationalities for leadership in the 21st century. 
 
Position Summary: 
 
STL seeks a highly motivated and detail-oriented Officer/ Senior Officer of Human Resources who will be responsible for managing school-level HR matters, with primary focus on mobility, compensation and benefits, and recruitment. The Officer/ Senior Officer of Human Resources will work in a team environment with STL’s other administrative offices and will liaison with Peking University Shenzhen Graduate School (PKUSZ) central administration on HR-related matters.

 
 
Principal Responsibilities:

Mobility

  • Establish, improve and implement mobility-related procedures and policies to promote smooth workflow and deliver high-quality services and support to expatriate faculty and staff;
  • Master immigration regulations and rules necessary to assist foreign visitors and expatriate employees comply with appropriate visa requirements;
  • Serve as main point of contact for faculty, staff and their families, coordinating pre-assignment, on-assignment and repatriation planning and providing on-the-ground support for immigration clearance, shipping arrangements, settling-in orientation, housing, schooling and other daily life inquiries and needs from internal customers;
  • Develop and maintain internal and external communication plans and literature on a variety of individual and general issues, handling routine day-to-day miscellaneous inquiries and requirements;
  • Develop and maintain regular and ad hoc reporting and advise on improvement actions based on findings as required.
 
Compensation and Benefits
  • Work closely with (i) STL Deans to establish compensation and benefits packages for STL employees, and (ii) PKUSZ HR office responsible for Benefits, Payroll and Compensation to implement STL employee compensation and benefits packages in accordance with University policies;
  • Recommend process improvements and policy recommendations; develop and maintain China Social Security Program and expatriate-employee insurance programs;
  • Advise and work with external service provider(s) on China individual income taxes and tax equalization programs for STL expatriate employees;
  • Primary backup for payroll processing and related activity.
 
Recruitment
  • Work with STL Deans and departmental leaders to develop job descriptions for staff positions, form search strategies, and plan recruitment schedule, events, and other initiatives;
  • Manage candidate evaluation and selection process, facilitate hiring decisions, and ensure sound communication with candidate, STL internal leaders and University;
  • Coordinate on-boarding process for all new staff hires, including an orientation with STL departments and PKUSZ HR office.


Others

  • Work with PKUSZ HR office on staff attendance and performance recording and conduct monthly reports/feedback;
  • Work with STL Deans and PKUSZ HR office on faculty promotion and contract renewal;
  • Assist with the development of professional development programs for STL staff;
  • Maintain relationships with SAFEA Shenzhen and necessary government departments;
  • Serve as STL’s scientific research secretary, which principally involves assisting faculty with scientific research program applications and reporting scientific research achievements to PKUSZ;
  • Provide support and backup for other STL team members.

 

Qualifications

  • Bachelor's degree or higher, preferably in HR or other relevant disciplines;
  • Prior experience in human resources management and/or in expatriate management in a bilingual multinational organization;
  • Proficiency in both written and spoken English and Mandarin with the ability to communicate and influence with confidence and clarity;
  • Ability to maintain strict confidentiality regarding compensation, benefits, and employee issues;
  • Ability to work independently, as well as collaboratively and collegially in a team setting;
  • Exceptional interpersonal, organizational and business communication skills in an international and cross-cultural environment;
  • Demonstrated problem solving capabilities and strong attention to detail; accuracy is essential;
  • Ability to handle multiple projects and deadlines.
